Safest Cities in Europe for Tourists: Dubrovnik Tops the List
A new study reveals which European destinations offer the highest level of safety for visitors

According to an analysis by the tour operator Riviera Travel, Dubrovnik secured the top spot among Europe’s safest cities, with a safety index of 44.1.
Known for its well-preserved Old Town and impressive UNESCO-listed city walls, Dubrovnik is considered a destination where evening walks are safe and tourist areas are well-lit and accessible to pedestrians. While petty crimes such as pickpocketing can occur, violent crimes are extremely rare. The city’s welcoming atmosphere and strong sense of community make it especially pleasant for visitors.
Tallinn – Northern Europe with a Sense of Security
The Estonian capital ranked second with a score of 55.8. Tallinn is renowned for its medieval Old Town, one of the best-preserved in the region. Low crime rates, accessible digital services, and a well-developed public safety system inspire trust among tourists. Additional options such as the “Women for Women” taxi service further enhance the feeling of security for female travelers.
Warsaw – a Modern Capital with Safe Streets
Warsaw took third place, with a safety index of 60.2. Despite a moderate increase in crime over the past five years, the Polish capital is still regarded as a secure travel destination. Renovated districts, a strong police presence, and well-lit streets create a safe environment, even for night walks. Economic growth and lower unemployment have also contributed to reducing crime levels.

Prague – Romantic City with Efficient Policing
Prague ranked fourth with a score of 50.9. Known as the “City of a Hundred Spires,” it offers an abundance of historical landmarks while maintaining a high level of public safety. Local police actively work to prevent pickpocketing, and a strong surveillance system further reinforces security. A stable social climate and robust social support systems ensure that both residents and tourists feel well protected.
Krakow – Poland’s Jewel with a Safe City Center
The second Polish city on the list, Krakow, came in fifth with a safety index of 64.3. A strong police presence in tourist areas and well-lit streets allow visitors to feel secure both day and night. The Old Town, popular attractions, and reliable public transportation enhance the positive experience, while local authorities are highly experienced in assisting travelers.
Amsterdam – Safety through Trust and Tolerance
Amsterdam secured sixth place. Although the city has seen a rise in crime in the past five years, the current level remains low. Residents have a high level of trust in the police, which encourages reporting and helps resolve incidents more effectively. The city’s liberal approach to issues such as cannabis use and sex work reduces crime related to these activities, while its relaxed and inclusive atmosphere fosters a strong sense of safety and community among visitors.
