Greece Introduces Environmental Tax for Cruise Passengers
A new €20 per-person measure aims to protect island tourism and preserve the natural heritage of the Aegean’s most popular destinations
Starting in July 2025, Greece has introduced a new tax for cruise ship passengers arriving on the islands of Mykonos and Santorini. This initiative is part of a broader strategy to better manage the ever-growing flow of tourists, which for years has placed considerable strain on local infrastructure and the environment.
The tax will apply seasonally—from June 1 to September 30—when visitor numbers peak. During this period, each cruise passenger will be required to pay an additional €20. That will include the overall travel cost and collected through tour operators.
Protecting Resources and Preserving Authenticity
Funds raised from this measure will go toward improving local infrastructure, safeguarding the environment, and preserving the cultural and historical character of the islands. The idea is to alleviate pressure on overburdened water supply systems and waste management, as well as to mitigate the effects of overtourism, such as congestion in ports and degradation of the landscape.
According to Greek authorities, the goal is not to discourage tourism. But to transition to a more sustainable model that takes into account both visitor experience and the well-being of local communities.
A Record-Breaking Season, With Caution
Mykonos is expecting a record-breaking tourist season, with around 900 cruise ship arrivals and over 1.5 million visitors. However, local officials are not unanimously in favor of the new tax. The president of the Mykonos Port Fund expressed concerns about potential negative impacts on the island’s competitiveness. He also warned that the additional fee might deter some travelers and reduce economic benefits.

A New Philosophy for Cruise Tourism
This tax marks a turning point in Greece’s approach to cruise tourism. Rather than chasing unlimited growth, the focus is shifting toward responsible development and regulating visitor numbers. Especially in environmentally sensitive island regions.
