New Fee for Tours of the Old Town of Herceg Novi
Starting this summer, organized visitors will pay a symbolic fee for a cultural-historical tour

Beginning with the 2025 summer season, tourists who choose to visit the Old Town of Herceg Novi as part of organized tours will face a new requirement – an excursion fee. This measure is part of a broader strategy by the local Tourist Organization to enhance the quality of the tourism offer. But also improve the overall experience for visitors through further investments in infrastructure and visitor information.
Fee Applies Only to Organized Groups
It is important to note that this new fee does not apply to individual tourists, but exclusively to group tours accompanied by a guide. Tourists arriving in groups will be able to register and pay the fee at the local tourist information center. There they will also fill out a voucher. This process is intended to track the number of group visitors. But also direct the collected funds toward further development of cultural and tourism-related amenities.
Focus on Bus Tourists
According to the Herceg Novi Tourist Organization, the initial implementation of the fee will primarily apply to tourists arriving by bus through travel agencies. For the time being, the fee will not yet be enforced for visitors arriving by boat from other Montenegrin coastal towns such as Budva, Tivat, or Kotor.

Support for the Development and Preservation of the Old Town
The revenue collected from the excursion fee will be used to improve tourist infrastructure within the Old Town. This includes better signage for landmarks, maintenance of streets and heritage areas. And as well as additional training for tour guides. The intention is not to charge for the sake of charging. But rather to enhance the quality of the visitor experience. It will also help preserve the historical character of one of the most picturesque Mediterranean old towns.
A Modest Change with Long-Term Benefits
Though the one-euro fee is symbolic, it is expected to bring noticeable improvements in the overall tourist offering. Tourist Organization believes that visitors will understand and support the initiative as a way to contribute to the preservation of local heritage.
