The Turkish Directorate General of Civil Aviation has decided to impose penalties on those who violate this rule. This decision follows a wave of complaints regarding passengers who stand up and reach for overhead luggage before the plane has landed.
Response to Increasing Incidents

According to Turkish media, travelers often get up, open overhead compartments, and begin preparing to disembark while the aircraft is still taxiing. In many cases, this behavior has caused discomfort and concern among fellow passengers. As well as additional efforts by the crew to maintain order on board.
